UN says Kyiv missile strike violated protections for civilians – JURIST
A Russian missile barrage on Kyiv killed at least one person and damaged homes, shops and a metro station early Sunday, in a strike UN officials said breached international humanitarian law protections for civilians and civilian infrastructure.
Ukrainian officials said 41 missiles were fired within 40 minutes, one of the heaviest ballistic missile attacks on the capital since Russia’s 2022 invasion. Matthias Schmale, the UN humanitarian coordinator for Ukraine, said the toll on civilians far from the front line was “devastating.”
The assault consisted of one of the largest ballistic missile barrages since the start of the war. In addition to the reported fatality, at least 12 others were injured, and residential and commercial properties were damaged.
One Kyiv resident described the event, stating that he was inside his apartment when a strike ripped off his balcony door, hitting him in the head.
Civilians are protected by numerous international legal instruments, including the Fourth Geneva Convention. The Geneva Conventions and their Additional Protocols of 1977 also prohibit attacks on civilian objects.
Beyond these alleged violations, the statement also focused on how Ukrainian women have faced the brunt of the war. UN Women, the UN agency for gender equality, highlighted the impact of the strikes on local women. The agency reports that civilian casualties among women and girls increased by roughly 34% in January through May, compared with the same period in 2025. UN Women says this highlights the “urgent need to end the violence and ensure gender-responsive humanitarian assistance and recovery efforts.”
These events take place four years after the Russian invasion of Ukraine on February 24, 2022. Rights groups have persistently called for pressure and support from the international community to help end the aggression, including Amnesty International’s appeal for “steadfast commitment” to holding Russia accountable earlier this year.
