David Sullivan Sexual Allegations Test West Ham Ownership Rules
The Independent Football Regulator has contacted West Ham United after sexual allegations were made against co-owner David Sullivan, seeking urgent information that could determine whether the claims raise issues under football ownership suitability rules.
Multiple women accused the billionaire businessman of abusing his position and seeking sexual relationships from young women pursuing modelling work during the 1990s and early 2000s in allegations published by BBC Panorama and The Times. Sullivan has categorically denied the allegations.
Although no criminal charges have been announced and no court has made findings against Sullivan, the regulator’s involvement highlights the growing importance of owner suitability rules in English football. The issue is no longer limited to a person’s financial resources or business experience.
Regulators increasingly examine questions of integrity, conduct and reputation when assessing whether an individual remains suitable to hold a significant position within a football club.
The Independent Football Regulator was established in 2025 to oversee the financial sustainability and governance of English football clubs. Among its powers is the ability to assess whether owners and directors satisfy suitability requirements. Those powers were designed to help identify risks before they develop into wider problems for clubs, supporters or competitions.
That does not mean the allegations themselves automatically place Sullivan’s position in jeopardy. The regulator would need to determine whether it has grounds to open a formal investigation and whether any evidence obtained raises concerns relevant to the statutory suitability tests. The fact that information has been requested should not be interpreted as a finding of wrongdoing.
However, the case demonstrates how rapidly reputational issues can become regulatory issues. In many industries, including financial services, legal services and professional sport, regulators are increasingly expected to consider conduct that may not have resulted in a criminal conviction but could still affect public confidence in an organisation or its leadership.
West Ham announced that Sullivan had stepped down as joint chairman before the allegations were published. The club said he denies any illegal conduct and is stepping aside to avoid disruption while he responds to the claims.
No findings have been made against Sullivan, and it remains unclear whether the regulator will open a formal investigation. The next steps could provide an early indication of how owner suitability rules will be applied under English football’s new regulatory regime.
