Colorado Program Aims to Prioritize Mental Health Response Over Arrests

Pitkin County, Colorado, has faced scrutiny for its handling of people with mental health and substance abuse issues, but Interim Detentions Divisions Chief Dan Fellin says Pitkin County law enforcement aims to divert people from jails by connecting them with resources, Anna Meyer reports for The Aspen Times. Pitkin County’s PACT (Pitkin Area Co-Responder Team) program pairs mental health professionals with law enforcement officers with the objective of decriminalizing mental illness and redirecting potential inmates to programs that will help rehabilitate them.

Of 173 calls where a PACT clinician responded on-scene in 2022, only six people were actually taken to jail. In other cases, individuals were transported to emergency departments or put in touch with mental health resources. The county jail also reportedly offers mental health services to inmates with the goal of reducing recidivism.
