Consulting Firm Harbor Acquires CE Global Partners, Expanding Its HR and Payroll Advisory Capabilities

Harbor, a global professional and technology services firm focused on the legal industry, has acquired CE Global Partners, a specialist in HR transformation, payroll transformation, and people-process change, it announced today.

The acquisition expands Harbor’s Human Capital Management (HCM) Advisory line, which the company launched just last month, on May 5. Harbor said the combination gives it the ability to support law firms and corporate law departments across the full range of workforce modernization services — from platform selection and program readiness through implementation and ongoing operational support.

CE Global Partners, headquartered in Cheshire in North West England, has been delivering HR and payroll services since 2015. The firm’s approximately 35 specialists work with clients across professional and enterprise markets, including Magic Circle and Am Law firms, on complex workforce initiatives.

Its areas of expertise include payroll operations, global mobility, and reward management. The acquisition also deepens Harbor’s footprint in the UK.

“For clients looking for one trusted partner across HR, payroll, finance, risk, knowledge, and the people data and legal technology that connect it all, Harbor is that partner,” Harbor CEO Matt Sunderman said in a statement.

The deal is Harbor’s third acquisition since it received a majority investment from private equity firm BayPine LP in June 2025. Harbor says it works with more than 80% of Global 200 law firms and close to 600 corporate law departments, and employs more than 900 professionals globally.

Launched in 2023, Harbor was formed through the merger of three long-established legal consulting firms: HBR Consulting, LAC Group, and Wilson Allen.
